
The Problem
Many playgrounds are not designed for children with and without disabilities to play together. As a result, children with developmental disabilities and their families may be left out of important opportunities for play, social connection, independence, and healthy development.
Action
The Maryland DD Council partnered with state agencies and community stakeholders to create a framework and toolkit for inclusive playgrounds. In 2025, the Council expanded these resources into an interactive website that helps communities plan and build inclusive play spaces. The website also includes a statewide map of publicly accessible playgrounds where children of all abilities can play together.
Impact
More than 5,000 people visited the website in its first month, with thousands more using it in the months that followed. Families reported that the website helped them find playgrounds where their children could participate and play alongside their peers. Parks and recreation agencies across Maryland have used the resources to learn how to create more inclusive play environments. The project’s success also helped secure $500,000 in state funding for the Council to partner with State Parks to build an inclusive playground, expanding access to play for children and families across Maryland.
Unique role of the Council
The Council has the resources and statewide reach to execute this project, while also being connected to families and stakeholders at the local levels who can weigh in on what their communities need.
