The Challenge

Thousands of Marylanders with developmental disabilities rely on community-based services and support to live independently, participate in the workforce, and engage in their communities. Proposed state budget reductions exceeding $450 million created uncertainty about the availability of services that help individuals maintain independence, strengthen family support, and avoid more restrictive settings.

Action

The Council convened stakeholders, including self-advocates, families, service providers, and community partners, to identify potential impacts of proposed budget changes and share information about the role of developmental disability services in supporting community living. As chair of the Maryland Developmental Disabilities Coalition, the Council facilitated collaboration, coordinated information sharing, and supported opportunities for individuals with lived experience to educate policymakers and the public about the importance of community-based support. More than 1,000 participants attended DD Day in Annapolis to raise awareness about the contributions and needs of people with developmental disabilities.

Results

State budget decisions preserved most community-based developmental disability services, helping to maintain access to supports that promote independence, employment, and community participation. By helping inform decision-makers about the impact of developmental disability services, stakeholders contributed to outcomes that avoided significant disruptions for individuals and families. Individuals with developmental disabilities continued to receive services that support quality of life and meaningful engagement in their communities.

The Council serves as a catalyst for collaboration and community engagement, ensuring that people with developmental disabilities and their families are included in discussions that affect their lives. By connecting stakeholders, elevating lived experience, and fostering shared understanding, the Council helps strengthen policies, services, and systems that support community living.
