
The Problem
California’s service system for people with I/DD is complex, and the Self-Determination Program (SDP)—which allows people more choice and control over their services—is especially hard to understand and access. Many individuals and families don’t know how to enroll or use the program, limiting their ability to choose services that fit their needs and goals.
Action
The Council works with state and community partners to make SDP easier to access. Through regular orientations, trainings, and referrals—offered both in person and online—the Council helps people understand how the program works and how to get started. Partnerships with regional centers, family resource centers, and community organizations ensure outreach reaches diverse communities across the state.
Results
Monthly, the Council hosts multiple orientations and planning meetings, reaching hundreds of self-advocates and family members in both urban and rural areas. Participants gain clear, practical information about eligibility, enrollment, and available supports. As a result, more people can access and use SDP, enabling them to direct their own services and live more independently.

As an independent state agency, the Council provides trusted, unbiased guidance across systems. By connecting people, information, and partners, the Council helps individuals with I/DD and their families navigate complex programs and access services that reflect their choices and goals.
