The Problem
Military families caring for a loved one with developmental disabilities face unique challenges. Frequent moves, short notice relocation orders (PCS), and differences in services across states make it hard to find and keep support. Families often struggle to locate providers who accept TriCare and to understand what services are available at each new duty station.

Action
The Council partnered with the Maryland Department of Veterans and Military Families and the Maryland Joins Forces network to better support these families. They hosted six listening sessions—both in person and virtual—across major military installations to hear directly from families about their needs. Using this input, the Council is now helping develop a practical toolkit with checklists, key contacts, and step-by-step guidance for families and base staff.

Results
Even before the toolkit is complete, families are already benefiting. Listening sessions helped build connections and share critical information. For example, one Marine family living in Maryland but connected to a base in Virginia was able to learn about Maryland-specific resources and connect with local support. These early wins are helping families feel less isolated and more prepared to navigate services.

Unique Role of the Council
The Council serves as a connector—linking military families, state agencies, and service providers. By bringing systems together and centering family experiences, the Council is helping ensure military families can access the supports they need, no matter where they are stationed.
