The Problem
People with disabilities often struggle to get approved for SSI/SSDI benefits. Approval rates are low—around 30–32%—and the application process is complex and hard to navigate without support. Without these benefits, many individuals face financial instability, housing insecurity, and risk of homelessness.

Action
The Council partnered with SOAR Ohio and the Statewide Independent Living Council to improve outcomes. They trained 127 Service and Support Administrators and Independent Living staff (in 2025) in the SOAR method—a proven approach to completing strong SSI/SSDI applications. The Council also provided one-on-one technical assistance and quality review to ensure 262 applications were accurate and complete. This helped streamline the process and better support individuals applying for or reinstating benefits.

Results
The impact has been significant. Approval rates increased to over 75%—more than double the national average. Individuals are now receiving benefits faster, leading to more stable income and improved access to housing. This reduces the need for emergency supports and helps prevent homelessness, creating more stability for people with developmental disabilities across Ohio.
